Customs and Compliance

- Commercial invoice and packing list whose values and descriptions match the US entry
- A certificate of origin only if the buyer asks for one: there is no US–EU free-trade agreement, so an EUR.1 or origin certificate does not reduce US duty
- Wood packaging and A-frames must carry the ISPM 15 mark
Import into the USA
- ISF filed at least 24 hours before the container is loaded in Italy
- Customs entry with a continuous or single-transaction bond, filed with CBP through licensed customs brokers
- Duty set by your product’s HTS code; a Lacey Act declaration for wooden furniture and other plant products
Duties on goods from Italy and the EU (October 2026)
- Column 1 duty: the normal HTS rate for the product.
- Section 301: the Section 301 forced-labor duty (a tariff on products of the listed economies generally, not only on goods made with forced labor; CBP calls it the Section 301 Forced Labor Import Duties), which since July 24, 2026 brings EU goods to a total of 10% including the normal duty. Products listed in U.S. note 52(b) of HTS Chapter 99 and goods under the Section 232 headings listed in 9903.05.90 are exempt.
- Section 232: upholstered wooden furniture and passenger vehicles from the EU pay a 15% Section 232 rate, and steel, aluminum and copper articles and some machinery fall under the Section 232 metals programs. Goods under these headings pay the Section 232 duty instead of the Section 301 duty.
- IEEPA tariffs ended on February 24, 2026, and the 10% Section 122 surcharge that replaced them expired on July 24, 2026.
